Data Centers: Protective Operations in a More Visible Risk Environment

Across the United States, data center development is becoming more visible, more consequential, and increasingly part of public debate. Growth in cloud computing and artificial intelligence is driving new facilities while drawing greater attention to energy use, water consumption, land development, noise, and community impact. Recent Reuters reporting has documented expanding opposition to proposed projects in several states, reinforcing an important reality: data centers are no longer only technical infrastructure; they are also community, operational, and security considerations.

A Changing Risk Environment

Most public opposition remains lawful civic engagement, and it should be treated that way. Greater visibility, however, can widen the protective environment around a project. In one recent incident, a public official connected to a proposed data center debate reported gunfire directed at his residence following a contentious decision. The incident does not define community opposition, but it illustrates how tension surrounding a high-value infrastructure project can extend beyond the site and create exposure for executives, project teams, public-facing representatives, contractors, and other stakeholders.

That exposure can emerge well before a facility becomes operational. Site selection, zoning and permitting, public meetings, construction, contractor onboarding, equipment delivery, executive visits, and community engagement each create different access points and vulnerabilities. By the time a data center opens, many of the most important protective considerations may already have existed for months.

Why It Matters

Construction and development phases are especially dynamic. Temporary entrances, changing perimeters, large contractor populations, heavy equipment movement, and multiple vendors can complicate accountability and access control. Security planning during this period must consider not only unauthorized entry, theft, or disruption, but also insider risk, impersonation, reconnaissance, and the protection of personnel associated with visible decisions.

The line between physical and cyber risk is also narrowing. The FBI has warned that threat actors have used in-person social engineering, including individuals posing as technical support personnel, to gain physical access to systems and sensitive information. For data centers, physical access can become a pathway to cyber compromise just as cyber activity can create physical and operational consequences.

A Protective Operations Mindset

An effective protective posture should extend across the project lifecycle. Protective intelligence can provide early awareness of escalating rhetoric, unusual interest in personnel or facilities, planned demonstrations, doxxing, or other indicators requiring closer attention. Construction-phase controls should emphasize disciplined credentialing, visitor management, vendor verification, contractor accountability, and perimeter oversight. Executive and personnel protection should remain scalable and intelligence-led, increasing only when exposure or threat conditions justify it.

Integration is equally important. Physical security, cybersecurity, operations, facilities, and emergency management should not function as separate disciplines when a single incident can affect access, power, cooling, communications, personnel safety, and uptime. Clear escalation procedures, law-enforcement coordination, incident response planning, and regular exercises help convert individual security measures into a resilient operating model.

Preparation Drives Resilience

Protective operations are not about treating every objection, protest, or unusual inquiry as a threat. They are about understanding the environment well enough to distinguish normal activity from credible indicators of elevated risk and respond proportionately. In a sector built around uptime, continuity, and trust, protective planning should begin during development and remain integrated through construction and long-term operations. The strongest security posture is established early enough to prevent developing risk from becoming an operational event.
